I will take the position that both levels of government are vulnerable to democratic collapse. The consolidation of power in the PMO and premiers’ offices in the name of “security” emergency post 9/11 and now “efficiency/economic” emergency erodes democracy at both levels. In NS, for example, government resistance to transparency and control over information has been increasing over the past 15 years, as have avenues for public and even legislative input into policy and law.
