I would tend to agree that the justices display ideological consistency even if their ideologies are inane and regressive (Alito, Thomas), but the votes of those two in Learning Resources last Friday and their votes in Biden v. Nebraska (student loans) are basically irreconcilable and do show naked partisanship rather than ideological consistency. Query the extent to which you can say the same about the trio of Justices Kagan, Sotomayor, and Jackson across those two cases, though they did reject the application of the MQD in both instances.
